The price on the brochure is not what you pay. On top of it come government charges and a few one-time costs. This guide covers what to budget when buying a flat in Navi Mumbai, Panvel, Taloja or Thane.
Rates change. Before you register, confirm the exact stamp duty for your property's location on the IGR Maharashtra stamp duty calculator, or ask us.
Stamp duty
Stamp duty is paid on the higher of the agreement value and the government's ready reckoner value for the property.
| Where the flat is | Men / joint with a man | Women (sole or all-women owners) |
|---|---|---|
| Municipal corporation areas in the Mumbai region, such as Navi Mumbai, Panvel and Thane | about 7% (5% stamp duty + 1% metro cess + 1% local body surcharge) | about 6% |
| Mumbai (BMC) | 6% (5% + 1% metro cess) | 5% |
| Gram panchayat areas | lower; check the calculator | 1% lower |
Some guides quote 6% for Navi Mumbai; the difference is whether the 1% local body surcharge applies at that location. Ask for the stamp duty figure in writing with your cost sheet.
Women buyers get a 1% concession on residential property bought in a woman's sole name or by women jointly. Adding a man as co-owner removes it.
Registration fee
1% of the property value, capped at ₹30,000. For most flats in Navi Mumbai it is the full ₹30,000.
GST (under-construction flats only)
- 5% of the price for under-construction flats (no input tax credit).
- 1% for flats that qualify as affordable housing (carpet area up to 60 sq m in metro cities and value up to ₹45 lakh).
- No GST on a ready flat with an Occupancy Certificate, or on resale.
TDS (you deduct it)
If the flat costs ₹50 lakh or more, the buyer must deduct 1% TDS from the payment to the seller and deposit it with the Income Tax Department using the seller's PAN.
Other one-time costs
- Maintenance deposit / advance maintenance for 12–24 months, plus society formation charges.
- Car parking if it is sold separately.
- Legal fees for checking documents and the agreement.
- Home loan processing fee and the cost of registering the mortgage.
A worked example
A ₹75 lakh under-construction flat in Kharghar bought by a man:
| Item | Amount |
|---|---|
| Agreement value | ₹75,00,000 |
| Stamp duty at 7% | ₹5,25,000 |
| Registration fee (capped) | ₹30,000 |
| GST at 5% | ₹3,75,000 |
| Total before other charges | ₹84,30,000 |
If the same flat were bought in his wife's sole name, stamp duty would fall to about ₹4,50,000, saving ₹75,000. TDS of ₹75,000 is deducted from the price paid to the developer, not added to it.
Tips
- Ask for a cost sheet that lists every charge separately: base price, floor rise, parking, GST, stamp duty, registration, maintenance.
- Stamp duty and registration are paid when the agreement for sale is registered, before most of the price; keep the funds ready.
- Compare projects on price per sq ft of RERA carpet area before charges. Carpet vs built-up area
